Bishopâ€™s City Council is expected to select a new administrative officer by the end of the month.
Concluding a final interview with one of the top two candidates for the position earlier this week, the council has directed background checks be conducted on both individuals.
According to current City Administrator Keith Caldwell, who is resigning in September to relocate back to Georgia, the background checks could take several weeks.
â€śHopefully the process will be complete by the end of June,â€ť he said in an email sent out Monday after the councilâ€™s closed session interview.
The top two candidates â€“ one local and one from out of the area â€“ were chosen from a field of 32 applicants.
Mondayâ€™s meeting with the City Council was that individualâ€™s second interview with the local officials. He or she was initially one of 20 applicants who responded to the cityâ€™s advertisements through the League of California Cities, which posted the job opening nationwide.
A local recruitment resulted in 12 applicants, who were narrowed down to six who were brought in for interviews. Four of those six were invited to come back for second interviews, and of those four, the City Council selected a top, local candidate.
Caldwell was discovered via outside recruitment in 2007, when he was hired to serve as Bishopâ€™s Community Services Director. He had been working as the Athletic Division Administrator in Athens, Ga. while also serving as the statewide program director for the U.S. Disabled Athletes Fund, Inc.
Caldwell was promoted to interim city administrator in August 2011, and then administrator in January 2012.
According to the cityâ€™s website, the administratorâ€™s role is to â€śprovide support, oversight, direction, and resources regarding finance, personnel, and risk management to the Public Works, Police, Fire and Community Services departments. Administration also acts as the conduit between department staff and the City Council.â€ť
The administrator also serves as Finance Director, City Clerk, Human Resources and Risk Manager and, up until recently, Planning Director.
At Caldwellâ€™s urging, the council decided to delegate some of that responsibility to existing staff by appointing longtime employee Gary Schley to Planning Director â€“ a position to which he â€śbrings a wealth of experience,â€ť Caldwell said.
